The UK government has unveiled a policy update introducing a two-tier Graduate visa scheme. In its official Autumn Budget 2026 document, published on Wednesday, October 28, 2026, HM Treasury confirmed that the United Kingdom will retain the two-year post-study work permission for international graduates from high-compliance universities that demonstrate strong labor market outcomes.

The decision partially rolls back a previously scheduled policy that sought to reduce post-study work rights to 18 months for all bachelor’s and master’s degree holders starting January 1, 2027.

Under the new structure, international students completing bachelor’s or master’s degrees at institutions meeting strict immigration compliance thresholds and employment outcome criteria will retain the option to work or seek employment in the UK for up to two years.

Conversely, applicants submitting Graduate visa requests from January 1, 2027, onward who graduate from non-qualifying standard institutions will receive a reduced stay of 18 months. Doctoral graduates will remain unaffected by the changes, continuing to qualify for a three-year Graduate visa.

Furthermore, a transition period ensures that all eligible international students applying for the Graduate Route before December 31, 2026, will remain covered under the existing full two-year post-study rules regardless of their institution’s tier.

HM Treasury outlined that specific metrics to assess university compliance and labor market performance will be published by the UK Home Office in forthcoming statutory guidance prior to the January 2027 rollout.

While international student advocacy groups have welcomed the preservation of the two-year route for top-tier institutions, higher education sector representatives continue to urge officials to publish the qualifying institution list promptly to provide full clarity for prospective applicants.
