According to a report by Human Rights Watch (HRW), Rwanda-backed M23 rebels executed at least 21 civilians in Goma, Democratic Republic of Congo, in February 2025. The HRW report details that on February 22 and 23, M23 fighters killed civilians in the Kasika neighborhood, targeting individuals near the Katindo military camp and a nearby construction site. The following day, about 20 men were rounded up near a sports field, accused of belonging to the Congolese army; three who attempted to escape were killed. HRW suggests these actions were part of M23’s efforts to consolidate control over Goma by eliminating perceived threats.
The United Nations has also reported human rights violations linked to M23’s offensive, including extrajudicial executions and abductions.
While Rwanda denies supporting M23, the Congolese government and international organizations have accused Rwanda of backing the rebel group. The conflict has escalated since January 2025, with M23 capturing key cities like Goma and Bukavu, leading to thousands of deaths and displacing millions. (Africanews)
