Borno State Governor Babagana Umara Zulum has reshuffled his cabinet, relieving two commissioners of their appointments to enhance governance and service delivery, as announced on July 30, 2025. The decision, confirmed by the Secretary to the State Government, Alhaji Bukar Tijani, in a statement reported by Daily Post Nigeria, saw Engr. Mustapha Gubio (Ministry of Reconstruction, Rehabilitation, and Resettlement) and Hon. Sugun Mai Mele (Ministry of Local Government and Emirate Affairs) sacked with immediate effect. Zulum appointed two new commissioners: Dr. Ali Bunu Mustapha and Hon. Abatcha Umar Ngala, while redeploying three others: Juliana Bitrus to Local Government and Emirate Affairs, Alhaji Lawan Walama to Reconstruction, Rehabilitation, and Resettlement, and Prof. Isa Hussaini Marte to Health and Human Services.

The reshuffle aims to inject fresh perspectives into Zulum’s administration, which prioritizes post-conflict recovery and urban renewal. Tijani’s statement emphasized that the changes align with Zulum’s commitment to “revitalize governance” amid challenges like the recent Maiduguri floods, which displaced over 700,000 residents, per the National Population Commission. Zulum’s ongoing infrastructure projects, including road completions worth N8 billion. Critics, however, question the timing, citing Zulum’s previous minor reshuffles in 2021 as having limited impact.
