The All Progressives Congress (APC) governorship candidate in Lagos State, Dr. Kadri Obafemi Hamzat, officially unveiled a 100-point manifesto titled “The Lagos Promise” (Ileri Eko) on Friday morning, October 30, 2026, challenging Lagosians to hold him accountable for its full implementation if elected governor in 2027.
The high-profile event, which commenced at 10:00 AM at the Wole Soyinka Centre for Culture and the Creative Arts, Iganmu, Lagos, brought together party leaders, state executive council members, community leaders, and industry stakeholders. Delivering his keynote address, Dr. Hamzat framed his campaign platform around seven strategic pillars under the acronym PROMISE, describing the document as a measurable covenant rather than a standard political campaign brochure.
“Seven letters, seven pillars, one word you can hold me to,” Dr. Hamzat declared. “A government that publishes the truth about itself earns its people’s trust. Out of these 100 commitments, 87 are firm, measurable targets directly within the state’s control, while 13 will rely on federal partnerships and external consultations.”
To ensure enforcement, Hamzat pledged to establish an independent Performance Council to publish annual progress reports on his administration. He also committed to setting up a civic feedback system within his first 100 days in office, ensuring all citizen complaints are acknowledged within 48 hours, addressed within seven days, and resolved within 30 days.
The comprehensive 100-point agenda spans critical sectors across the state. On healthcare, the candidate pledged the construction of 15 new Maternal and Child Centres, two General Hospitals, 586 additional hospital beds, 100 upgraded Primary Health Care facilities, and the establishment of a state University of Medicine and Health Sciences.
In terms of housing and infrastructure, the plan highlights the activation of the Fourth Mainland Bridge project, a deep expansion of the Lagos Home Ownership Mortgage Scheme featuring 10 percent down payments with single-digit interest rates, and a state-wide 95 percent waste collection target.
Education and social protection measures focus on the creation of a Child Protection and Nutrition Agency, digital learning expansion, and policy steps aimed at achieving zero out-of-school children in Lagos. Regarding security and local governance, the manifesto seeks to strengthen the Lagos State Neighbourhood Safety Agency and expand its deployment across all 20 Local Government Areas and 37 Local Council Development Areas.
Lagos State Governor Babajide Sanwo-Olu, who attended the event alongside his wife, Dr. Ibijoke Sanwo-Olu, gave his full endorsement to his deputy’s gubernatorial bid. “This is not the time to experiment with Lagos; this is the time to consolidate,” Governor Sanwo-Olu stated. “Continuity does not mean repeating ourselves, it means finishing ongoing projects, resolving challenges, and executing new ideas without political discord.
Lagos is going to change governors seamlessly and without a quarrel.” Speaking on behalf of party leaders, APC Lagos State Chairman Pastor Cornelius Ojelabi reaffirmed the party’s backing, describing Dr. Hamzat as a seasoned administrator capable of driving sustainable growth and maintaining continuity in governance.
