President Bola Tinubu has transmitted three executive bills to the House of Representatives seeking to overhaul Nigeria’s drug enforcement laws, expand the mandate of the Nigerian Safety Investigation Bureau (NSIB), and replace the Administrative Staff College of Nigeria (ASCON) with a new National School of Government.

The executive communications, contained in three separate letters dated October 12, 2026, marked “Restricted,” and received by the Office of the Speaker on October 13, 2026, were formally read during Thursday’s plenary session on October 15, 2026, at the House of Representatives Chamber in the National Assembly Complex, Abuja.

National Drug Law Enforcement Agency Bill, 2026: Repeals the existing National Drug Law Enforcement Agency Act (Cap. N30) and the Indian Hemp Act (Cap. I16, LFN 2004). The proposed law consolidates the legal framework to give the NDLEA enhanced investigative and enforcement powers to target the cultivation, processing, sale, trafficking, and use of illicit drugs.

Nigerian Safety Investigation Bureau (Amendment) Bill, 2026: Amends the 2022 NSIB Act to transition the bureau into an independent, multimodal transport safety authority. The draft legislation broadens NSIB’s mandate beyond aviation to cover rail, maritime, and land transport incidents while transferring its supervisory oversight to the Presidency.

National School of Government Bill, 2026: Repeals the ASCON Act to establish a modern public-sector training institution designed to enhance leadership, policy delivery, and capacity development across government administration.

In his letters read by the Speaker of the House of Representatives, Rt. Hon. Tajudeen Abbas, President Tinubu noted that the draft bills were forwarded pursuant to Section 58(2) of the 1999 Constitution (as amended).

”While looking forward to the usual expeditious consideration of this submission, please accept, Right Honourable Speaker and Honourable Members, the assurances of my highest consideration,” President Tinubu stated in the correspondence.

Following the formal presentation on the floor, Speaker Tajudeen Abbas referred all three legislative proposals to the appropriate House committees for detailed scrutiny and further legislative action.
