The Inspector-General of Police (IGP), Olatunji Disu, has revealed that the high-powered committee tasked with crafting the operational framework for Nigeria’s proposed state police system extensively analyzed decentralized policing models in the United States of America, India, and Pakistan before submitting its final recommendations.
​IGP Disu made this disclosure on Thursday during a specialized workshop on State Police organized by the Nigeria Police Institute at the Police Resource Centre, Jabi, Abuja.
​Addressing senior officers, security experts, and policy stakeholders, the police chief explained that the committee inaugurated earlier this year to design a seamless transition and operational blueprint spent 17 days conducting deep comparative studies across global jurisdictions.
​”In formulating a sustainable, robust framework tailored to Nigeria’s unique socio-political terrain, the committee carefully benchmarked models from the United States, India, and Pakistan nations operating federal systems with varying levels of state and sub-national policing structures,” IGP Disu stated.
​He further noted that following the completion of the draft, a body of retired Inspectors-General of Police rigorously reviewed the document and provided key strategic inputs to ensure institutional memory and continuity.
​IGP Disu urged police officers across all ranks to actively participate in the national dialogue surrounding the creation of state police rather than remaining passive observers. He emphasized that informed contributions from serving officers are vital to shaping the legal, operational, and administrative future of policing in Nigeria.
​The IGP’s statement comes as the State Governors’ Forum continues to round up its independent advisory recommendations on sub-national security apparatuses, signaling aligned momentum between federal police leadership and state authorities.
​Confirming the development, the Force Public Relations Officer, Ag. ACP Benjamin Hundeyin, reassured members of the public and international stakeholders that the Nigeria Police Force remains committed to supporting constitutional reforms aimed at enhancing internal security.
​”The Nigeria Police Force under IGP Olatunji Disu is taking a proactive, research-driven approach to federalism and internal security. The framework developed by Professor Olu Ogunsakin’s committee reflects global best practices balanced with local operational realities,” Hundeyin added in an official briefing following the event.
Models from the US, India, and Pakistan were chosen due to their multi-layered federal structure and local policing dynamics. The committee finalized the foundational blueprint in 17 days.
Former Inspectors-General of Police reviewed and refined the final submission. The initiative complements ongoing consultations with state governors to address funding, command structure, and political neutrality concerns.
