Hon. (Mrs) Justina Emeji, the lawmaker representing Emohua State Constituency in the Rivers State House of Assembly, has confirmed that state legislators received official constituency project allocations during the emergency rule enforced in Rivers State by President Bola Ahmed Tinubu.
Speaking during a press briefing held on Saturday, October 3, at the Assembly Complex on Moscow Road, Port Harcourt, Hon. Emeji disclosed that funds were disbursed to ensure grassroots developmental initiatives did not stall despite the federal intervention.
”Even during the period of emergency rule, the developmental needs of our constituencies were not abandoned,” Hon. Emeji stated while addressing reporters. “The allocations released were directed towards executing vital infrastructure and community welfare projects in Emohua and other state constituencies.”
The announcement was corroborated by Chief Bright Jossy-Elendu, Chief Press Secretary to the Emohua Local Government Council, who addressed reporters shortly after the briefing. Jossy-Elendu affirmed that several local infrastructure drives, health initiatives, and community support frameworks funded through these disbursements are already underway in Emohua LGA.
President Bola Ahmed Tinubu had proclaimed a state of emergency in Rivers State on March 18, 2025, following months of acute political instability. The state of emergency was officially lifted six months later, on September 17, 2025.
According to Hon. Emeji, the legislature’s decision to make these details public aims to reinforce transparency, account for funds received, and reassure constituents that elected representatives actively delivered project interventions throughout the crisis period.
