NNPC makes U-turn, offers Warri, Kaduna refineries for maintenance, management by private investors

The Nigerian National Petroleum Company (NNPC) Limited has announced plans to engage reputable and credible operations and maintenance (O&M) companies to manage and maintain two of its key refineries: the Warri Refining and Petrochemical Company (WRPC) and the Kaduna Refining and Petrochemical Company (KRPC).

In a statement released on its official X handle on Friday, NNPCL explained that this move is part of its strategy to ensure the reliability and sustainability of the refineries, thereby securing the nation’s fuel supply and meeting its energy security obligations.

The statement detailed that the tender process for the O&M contracts at WRPC and KRPC will be handled as a single tender through a three-stage process, including an expression of interest (EOI), technical evaluation, and commercial evaluation. The process will leverage all potential cost-saving opportunities related to the procurement of consumables, personnel management, computerized maintenance management software (CMMS), and warehouse management systems (WMS), among others.

According to NNPC, the scope of work for the O&M contracts will cover a wide range of responsibilities, including long-term and short-term production and operations planning, execution, monitoring, reporting, and optimization of operations. It will also include short-term maintenance planning and execution, reliability and inspection, process and controls engineering, quality control and assurance, specialist engineering, health and safety, environmental management, turnaround maintenance planning and execution, minor projects, subcontractor management, inventory, and warehouse management.

To be eligible for the tender process, bidders are required to complete and submit the necessary details through the provided link by midnight on Thursday, September 12, 2024. NNPCL emphasized that individual bidders will be notified of their registration in the NNPC LTD/NipeX tender process portal, after which they will gain access to submit their proposals.

All submission bids must be titled “EOI for the provision of Operations and Maintenance (O&M) services for NNPC Limited Refining: Warri Refining and Petrochemical Company (WRPC) and Kaduna Refining and Petrochemical Company (KRPC).”

Applicants are also required to present audited financial statements for the past four years (2020 to 2023), including balance sheets, income, and cash flow statements. Additionally, companies must provide evidence of their latest credit ratings and the name of the rating agency, as well as demonstrate a minimum average annual turnover of at least $2 billion USD for the financial years ending in 2020, 2021, 2022, and 2023.

NNPC stated that all documents must be submitted online through the electronic NIPEX tender portal by 12 pm on September 26. The EOIs will be opened virtually on Thursday, October 10, 2024, using Microsoft Teams. Bidders who have submitted their bids and external observers will be invited to attend the live-streamed bid opening session.

In the event of any unscheduled holiday on the bid submission date, the deadline for submission will be extended to the next working day. The EOI closing date and time will also be adjusted accordingly.
