The Senate has approved yet another extension of the implementation window for the capital component of the 2025 Appropriation Act. The deadline, previously set for September 30, 2026, has now been pushed to December 31, 2026. ​
The decision was reached during plenary on Tuesday, September 29, 2026, at the Senate Chamber in the National Assembly Complex, Abuja.
​The resolution followed the presentation and accelerated passage of an amendment bill titled “A Bill for an Act to Amend the Appropriation (Repeal and Enactment) Act 2025 to Extend the Implementation of the Capital Aspect…” (SB. 1067).
Sponsored by Senate Leader Senator Opeyemi Bamidele (APC, Ekiti Central), the bill was rushed through its second and third readings after a clause-by-clause consideration in the Committee of the Whole.
​Leading the debate on the general principles of the bill, Senator Bamidele noted that the extension was pragmatic and necessary to enable Ministries, Departments, and Agencies (MDAs) to execute critical infrastructure projects.
​”The execution of capital projects contained in the 2025 Appropriation Act has yet to reach optimal levels, despite the release of allocated funds to MDAs,” Bamidele stated.
He added that allowing the September 30 deadline to lapse would cause severe disruptions and risk the abandonment of projects currently at advanced stages of execution. ​
Supporting the motion, Deputy Senate President Jibrin Barau (APC, Kano North), who presided over part of the session, stated that extending budget implementation timelines is an established legislative mechanism designed to ensure full value for public funds and prevent unfinished works. ​
This approval marks the fourth time the capital component of the 2025 budget has been extended. Initially scheduled to expire on December 31, 2025, the implementation window was previously moved to March 31, June 30, and September 30, 2026.
With this latest amendment, the implementation window for the 2025 capital budget has been extended by a full 12 months beyond its original lifecycle.
