The Federal Executive Council (FEC), chaired by President Bola Tinubu, approved ₦493 billion on August 13, 2025, for two major infrastructure projects: the construction of a new Carter Bridge in Lagos State at ₦359 billion and the upgrade of the 152-kilometer Kano–Katsina Road at ₦134 billion, as announced by Minister of Works David Umahi. The Carter Bridge, deemed beyond repair due to severe underwater damage from illegal sand mining, erosion, and corrosion, will be replaced following assessments by Julius Berger, with potential funding from Deutsche Bank under discussion. The Kano–Katsina Road, split into two sections, saw cost revisions due to economic conditions, with Section One (74.1 km) now at ₦68 billion and Section Two (79.5 km) at ₦66.115 billion, funded across 2024 and 2025 budgets.
The Carter Bridge project includes engaging seven specialist contractors under an EPC+F (Engineering, Procurement, Construction, and Financing) model for detailed investigations and bidding, with public-private partnership options also approved. Similar structural issues were noted on the Third Mainland Bridge, prompting parallel rehabilitation considerations. The Kano–Katsina Road upgrade addresses long-delayed improvements, with prior contracts from 2013 and 2019 revised to reflect current costs.
The FEC also greenlit emergency repairs for other bridges, including Jalingo, Ido, Keffi Flyover, Mokwa, and Jebba, to be forwarded for final approval. These projects reflect the government’s push to address Nigeria’s aging infrastructure amid economic and safety concerns.
