The Federal Government of Nigeria and the Lagos State Government have formalized a multi-sectoral partnership aimed at strengthening flood control, expanding clean water delivery, and improving public sanitation services across the state.
​The strategic alliance was finalized on Thursday, August 6, 2026, during an official bilateral meeting held at Lagos House, Marina, in an event themed :Bilateral Strategic Meeting on Climate Resilience & Sanitation.

​The agreement comes in the wake of the 2026 Annual Flood Outlook published by the Nigeria Hydrological Services Agency (NiHSA), which flagged Lagos as one of 33 states facing elevated flood threats this season.
Key Highlights of the Alliance include deployment of federal technology tools, including the National Flood Intelligence Monitoring System and the Multi-Hazard Flood Early Warning System.
The Provision of technical support to upgrade urban drainage architecture, protect vulnerable coastal shorelines, and implement nature-based flood barriers.
An Integration of Lagos State into the federal Sustainable Urban and Rural Water Supply, Sanitation and Hygiene (SURWASH) initiative and alignment with the newly drafted National Water Compact to mobilize private capital and accelerate urban water sector reforms.
There will be State-wide execution of targeted sanitation drives, particularly across underserved communities and densely populated urban centers, supported by a state sanitation roadmap.
​”Lagos State’s coastal exposure, combined with rapid urbanization and intensified rainfall, requires proactive intergovernmental cooperation. Through early warning systems, drainage improvements, and structured reforms, we are committed to safeguarding citizens and critical infrastructure.” said Prof. Joseph Terlumun Utsev.
​”Addressing climate risks demands sustained collaboration between federal and state authorities. Lagos has mapped out a comprehensive roadmap for sanitation and flood prevention, and working alongside the Federal Ministry will ensure these solutions are delivered effectively.” Babajide Olusola Sanwo-Olu stated.
​In an official statement released by ministry spokesperson Funmi Imuetinyan, both levels of government reaffirmed their commitment to immediate policy execution, ensuring coordinated infrastructure investments to build a healthier and more resilient Lagos.
