Edo State Governor Monday Okpebholo took a decisive step toward establishing the state’s aviation footprint on Wednesday, November 4, 2026, by signing a strategic Memorandum of Understanding (MoU) with Chinese partners China Express Airline Co. Ltd and KDN Aero to launch a proposed state-owned carrier, Edo Air.

The executive signing ceremony convened during a morning session at the Executive Council Chambers inside the Government House in Benin City. The agreement establishes a framework for technical assistance, operational structuring, and fleet acquisition necessary to bring the commercial airline into service.

According to Secretary to the State Government Umar Musa Ikhilor, Esq., who spoke on behalf of the administration, the partnership stems from a fact-finding mission commissioned by Governor Okpebholo on September 14, 2026.

A seven-man delegation visited several aviation hubs in China to evaluate technical capabilities, operational track records, and strategic alignment before selecting China Express Airline and KDN Aero as technical partners.

Addressing delegates and state officials during the proceedings, Governor Okpebholo expressed confidence in the venture’s progression, emphasizing the strategic economic value of expanding local air infrastructure.

”We have signed the MoU, and this is the first part of it,” Governor Okpebholo stated. “We will continue to build on it. A presentation was made, which was very beautiful and wonderful. We have seen your capability, and we are ready to do business with you. By the grace of God, Edo Air will be in the airspace very soon.”

The high-level gathering drew key figures from both the administration and the foreign technical team. Official witnesses to the ceremony included Deputy Governor Rt. Hon. Dennis Idahosa, Secretary to the State Government Umar Musa Ikhilor, Esq., Head of Service Dr. Anthony Okungbowa, Chief of Staff Hon. Yakubu Musa, JP, and Commissioner for Finance Engr. Emmanuel Okoebor.

With the preliminary framework established, joint technical teams are expected to begin route profitability analyses and regulatory compliance procedures required by local aviation authorities in the coming months.
