FG launches 2026 Oil Licensing Round, offers 40 blocks across terrains to drive upstream investment

The Federal Government of Nigeria, through the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), has officially opened the 2026 oil and gas licensing round, putting 40 assets up for competitive bidding across land, shallow water, and deepwater terrains.

​The announcement was made on Tuesday, October 6, 2026, during the NUPRC’s 5th Anniversary Event held in Abuja under the theme “From Uncertainty to Stability: Unlocking the Next Phase of Investment.”

​Addressing energy executives, regulators, and investors, NUPRC Commission Chief Executive Oritsemeyiwa Eyesan stated that the licensing exercise was approved by President Bola Ahmed Tinubu, who also serves as the Minister of Petroleum Resources.

​The 40 oil and gas blocks span a diverse mix of geological terrains. They are open to local and international investors possessing technical competence, financial capacity, and a clear commitment to accelerating field development.

​Highlighting the need for transparent regulatory governance, Eyesan noted that capital competition among global upstream destinations remains intense.

​“We will not rest on our oars. Competition for upstream capital is fierce, and it grows fiercer by the day. Investors have choices. They go where the rules are clear, where the process is predictable, and where data can be trusted,” Eyesan said.

​In an official statement issued on Wednesday, October 7, 2026, the NUPRC Head of Media and Corporate Communications, Eniola Akinkuotu, detailed the procedural enhancements governing the 2026 round.

​In line with recommendations from the Nigeria Extractive Industries Transparency Initiative (NEITI), the guidelines enforce strict compliance standards, which are:-

Automated Two-Stage Evaluation: Qualification will consist of a digitalized initial technical assessment followed by competitive commercial bidding.

Beneficial Ownership Disclosure: Participating entities will be required to disclose their true beneficial owners to ensure full transparency.

Reduced Financial Barriers: Lowered signature bonuses and streamlined fiscal terms aim to direct capital straight into active exploration and field development.

Enhanced Subsurface Data: High-resolution, reprocessed 2D and 3D seismic mapping provided by the NUPRC will mitigate exploration risks prior to financial commitment.

​The 2026 bid round forms a central pillar of the Federal Government’s target to restore more than 788,000 barrels per day (bpd) of shut-in production capacity and advance offshore development projects toward Final Investment Decisions (FIDs).
