The African Democratic Congress (ADC) has called on the Independent National Electoral Commission (INEC) to immediately publish a clear, comprehensive nationwide timetable for the production, distribution, and collection of Permanent Voter Cards (PVCs) ahead of the 2027 general elections.
In an official press statement released on Friday, September 11, 2026, from the party’s national headquarters in Abuja, the ADC warned that administrative delays and bureaucratic bottlenecks could disenfranchise millions of eligible citizens who participated in the continuous voter registration exercise.
The party’s National Publicity Secretary, Mallam Bolaji Abdullahi, stressed that voter registration without timely access to voter cards is unacceptable.
“You cannot register Nigerians to vote and then make them run from office to office searching for the card that enables them to exercise that right,” Abdullahi said.
“Registration without access to a PVC is disenfranchisement by another route. With the general election approaching, Nigerians should not be left wondering whether their cards will arrive in time. This is not a logistical footnote; it goes to the heart of the credibility of the election itself.”
The opposition party outlined a set of specific demands aimed at ensuring transparency and operational efficiency across all 36 states and the Federal Capital Territory.
INEC must publish state-by-state breakdowns detailing the number of newly registered voters, total PVCs produced, cards already distributed, outstanding cards, and designated collection centers.
The commission should decentralize distribution points down to the ward level, preventing long commutes and bureaucratic barriers for everyday voters. The electoral umpire must step up public communication campaigns to inform citizens of exact collection schedules and venues.
Addressing concerns over PVC collection delays in parts of the North-West and other regions, the ADC announced plans to mobilize its party structures nationwide to monitor the distribution process and document voter complaints.
The party urged the electoral body to avoid an “election-eve scramble,” warning that every delayed PVC represents a citizen whose voice risk being silenced ahead of the 2027 polls.
