President Bola Ahmed Tinubu has directed the Minister of Finance and Co-ordinating Minister of the Economy, Mr. Taiwo Oyedele, to oversee and coordinate a comprehensive forensic audit across all Federal Government systems.
​The presidential order, made public on Friday, August 28, 2026, at the Presidential Villa in Abuja, follows a formal resolution adopted during the Federal Executive Council (FEC) meeting on Wednesday, August 19, 2026.
The decision was triggered by recent findings from the Independent Corrupt Practices and Other Related Offences Commission (ICPC) uncovering widespread control failures, “fake agencies,” and ghost workers embedded within the federal bureaucracy.
​The announcement was officially issued in a statement by the Special Adviser to the President on Information and Strategy, Chief Bayo Onanuga. According to Onanuga, the forensic investigation is structured into two main components designed to identify operational vulnerabilities and plug revenue leakages:
A deep-dive audit into the Integrated Personnel and Payroll Information System (IPPIS), pension registries, and personnel management platforms.
The investigation will examine biometric, access, and bank-account controls while auditing system interfaces between IPPIS, the Government Integrated Financial Management Information System (GIFMIS), Remita, the Treasury Single Account (TSA), and Sub-TSA platforms.
A complete audit across all ministries, departments, agencies (MDAs), commissions, and parastatals. The team will compile an inventory to verify the legal status of every federal entity and review how bodies obtain official recognition, budgetary allocations, and office infrastructure.
​President Tinubu mandated that the audit team be granted full access to all federal records and work in direct collaboration with the ICPC to support ongoing investigations, asset recoveries, and prosecutions.
Finance Minister Taiwo Oyedele has been charged with ensuring the exercise is conducted under strict standards of independence and forensic integrity to eliminate structural loopholes across government systems.
