The Inspector-General of Police (IGP), Olatunji Rilwan Disu, has reaffirmed the Nigeria Police Force’s (NPF) unwavering commitment to strengthening counterterrorism operations, protecting civilian lives, upholding fundamental human rights, and ensuring strict adherence to the rule of law across the nation.
​Speaking during a high-level strategic conference with senior police officers on Wednesday, August 12, 2026, at the Goodluck Jonathan Peacekeeping Hall, Force Headquarters, Louis Edet House, Abuja, the police chief highlighted the imperative of evolving tactical strategies to address contemporary security threats while retaining public trust.
​IGP Disu emphasized that the primary responsibility of law enforcement remains the safeguarding of lives and property, asserting that security operations must strictly align with international standards of human rights and justice.
​”Terrorism and violent crime pose existential threats to our national stability, but our response must be swift, tactical, and anchored on the rule of law,” IGP Disu declared. “We are reshaping our operational doctrine to ensure our personnel act as firm defenders of national security while remaining uncompromising protectors of civil liberties.”
​In a official press briefing following the conference at 2:00 PM, Force Public Relations Officer (FPRO), Chief Superintendent of Police (CSP) Benjamin Hundeyin, detailed the key resolutions passed during the summit which includes Enhanced Counterterrorism Capabilities.
Scaling up intelligence-led operations, inter-agency collaboration, and field deployments targeting banditry, insurgency, and organized crime syndicates across vulnerable corridors.
A Civilian-Centric Security Protocols, Mandating updated rules of engagement for tactical units in high-density civilian populations to eliminate collateral casualties and rebuild community trust.
The Human Rights Compliance & Oversight; Strengthening internal accountability frameworks, including the activation of dedicated monitoring teams from the Complaint Response Unit (CRU) and Independent X-Squad to enforce discipline and prosecute rights abuses within the force.
An Inter-Agency Intelligence Sharing that Fosters deeper operational synergy with the Armed Forces, the Department of State Services (DSS), and international intelligence partners.
​CSP Hundeyin added that specialized training workshops focusing on human rights law, de-escalation tactics, and modern forensic investigation will commence across all zonal and state commands starting Monday, August 17, 2026.
​The IGP’s declaration comes as part of broader police reform efforts initiated under his leadership to modernize field command structures, boost officer morale, and restore public confidence in law enforcement.
​IGP Disu urged state Commissioners of Police and tactical commanders to immediately implement the new operational guidelines across their respective jurisdictions, warning that failure to uphold professional standards or abide by human rights protocols would attract severe administrative and disciplinary sanctions.
