Harnessing the Orange Economy: NIPSS and creative ministry team up for $1 trillion target

The National Institute for Policy and Strategic Studies (NIPSS), Kuru, has teamed up with the Federal Ministry of Art, Culture, Tourism and the Creative Economy (FMACTCE) to formulate a landmark policy roadmap aimed at propelling Nigeria toward President Bola Ahmed Tinubu’s goal of a $1 trillion economy by 2030.

​The initiative was reached on Tuesday, August 11, 2026, during a high-level strategic session held at the Ministry’s headquarters in Abuja, where leadership from both institutions agreed to align policy research with practical economic expansion.

The event that will be taking place at the Federal Ministry of Art, Culture, Tourism and the Creative Economy Headquarters, Shehu Shagari Way, Abuja, FCT. with key speakers; Prof. Ayo Omotayo, Director-General, National Institute for Policy and Strategic Studies (NIPSS) and Barr. Hannatu Musa Musawa, Honourable Minister of Art, Culture, Tourism and the Creative Economy.

​During the meeting, NIPSS Director-General Prof. Ayo Omotayo pointed out that Nigeria has not conducted comprehensive policy research on its creative sector since 1977.

NIPSS research reveals that the creative industry could generate between $250 billion and $450 billion for the nation’s Gross Domestic Product (GDP) if modernized and properly structured.

The Ministry has set an operational baseline target of $100 billion in direct GDP contribution from the creative, tourism, and cultural assets.

Course participants from the NIPSS Senior Executive Course (SEC) are currently conducting field studies across seven selected states to engage state governors, cultural directors, and local creative entrepreneurs.

​Prof. Ayo Omotayo (Director-General, NIPSS) stated that; “For the National Institute, we have bonded ourselves to the agenda of Mr. President in which he wants Nigeria to reach a trillion-dollar economy by 2030. Since 1977, no major policy research has been undertaken on how to harness the full potential of the nation’s creative industry… At 50 years back, the technology we have today did not exist, and with modern technology, the arts and culture sector can serve as a primary catalyst for growth.”

Hannatu Musa Musawa (Honourable Minister, FMACTCE) speaking at the event; “When the President speaks about expanding the GDP to $1 trillion, we firmly believe that this ministry and this industry have the capacity to drive significant portions of that expansion. The Ministry stands ready to work with NIPSS as a technical partner and convener of stakeholders across film, music, fashion, tourism, gastronomy, and digital media.”

​To transition research into tangible outcomes, Minister Musawa announced the rollout of four specialized working committees: The Policy and Strategy Drafting Committee, Programmes and Implementation Committee, Stakeholder Engagement Committee and Monitoring and Evaluation Committee.

​The partnership will culminate in the upcoming National Summit and Exhibition on the Orange Economy, gathering key operators across Nollywood, music, fashion, publishing, hospitality, and digital tech to establish a globally competitive framework for Nigerian creatives.
