The European Union Delegation to Nigeria and the Economic Community of West African States (ECOWAS) has formally debunked claims that it declined to participate in monitoring Nigeria’s 2027 general elections, confirming instead that it will deploy an Electoral Expert Mission (EEM) comprising two to four independent technical experts.
​The clarification was issued in an official statement on Monday, August 10, 2026, from the EU Delegation headquarters in Abuja by the Head of the EU Delegation to Nigeria and ECOWAS, Ambassador Gautier Mignot.
On April 17, 2026, The Independent National Electoral Commission (INEC) sent a formal invitation to the EU Delegation to observe the 2027 general elections.
The EU Delegation officially responded to INEC on July 28, accepting the invitation and outlining plans to field an Electoral Expert Mission. Ambassador Gautier Mignot issued a public statement clarifying the nature of the deployment and dismissing speculative media reports.
​The EU spokesperson addressed media reports alleging the bloc had rejected INEC’s invitation due to rising insecurity across Nigeria or hostility following its 2023 election assessment report.
​”The two alleged reasons mentioned in press reports do not appear in our correspondence; these are pure speculations,” Ambassador Mignot stated. “The European Union decides annually on electoral missions based on global situations, individual country context, and available resources.”
​Unlike a full-scale Election Observation Mission (EOM), the Electoral Expert Mission (EEM) will focus on high-level technical assessments:
The two to four accredited experts will conduct a technical evaluation of Nigeria’s legal framework and election administration against national, regional, and international democratic commitments.
The team will produce a comprehensive final report detailing key recommendations to strengthen future electoral processes, which will be submitted to Nigerian authorities.
Ambassador Mignot emphasized that the deployment will run alongside ongoing EU-funded democratic programs, including the European Union Support to Democratic Governance in Nigeria (EU-SDGN) initiative.
